What produces a state of plumbing poverty? Case study research in six cities will tell the human stories of plumbing poverty and struggles to change it. We seek to explain the multiple and compounding forces that pressure households into problems of water access and shut-offs; why plumbing poverty persists; and how we might transform conditions for the better.
